Reviewing Employees Skillset

Do companies ever review their employees skill set?

For example, lets say a company of 1000 people. A person is hired in 2005. Between 2005 & 2011, they do a number of external courses that equips them with further skills. But that person remains in the same job they were in in 2005. Would a company ever do a total review of what skills they have available to them in case they were missing out on some obvious talent? If so, Is there a term for this review process?

I am trying to make a point in an essay stating that companies should continually review the skills at their disposal. But I cant find any references to back up my point....

Yes, many companies do ongoing performance and development monitoring.

Often called continuous employee development, Ongoing Professional Development or Individual Development Planning. These are conducted independent of the remuneration process (At my employers).

We would to a certain extent, although we do instill in all employees that their career is in their hands - they are always their own best advocate. Reminding their manager and others on what they have done, applying for internal postitions, asking for more responcibility, etc.....
