Civil Engineering Jobs in Ireland and Overseas

I'm actively seeking work as a Civil Engineer with 12 years post Grad experience. The Civil and Construction Industry at present in Eire is closed for business (bar a few small projects ongoing).

What frustrates me no end, is the advertisement of positions on various popular Recruitment Agency websites for positions around the world, when you apply for said positions you don't even get a response - how frustrating . I dont mean to be cynical, but are the positions phantom in many cases in order for the agency to compile a database on cv's for future projects and to use your past employers to seek to get staff employed there?.

I dont want to name the agencies here but I will PM anybody with similar experience to verify my claims.

Where do Civil Engineers go to find work now in the world?

I have had the exact same experience, again I wont name names but these companies are 75% of results you get when searching for civil engineering jobs in the usual places online.
