New Social Services card - still on track?

Hi, I remember seeing some mention in the newspapers about a new style Social Services card coming out this year, which will have a picture on it and possibly a chip. Does anyone know if this is still going ahead or if it's been put on the back burner, as many other projects have been? Just curious!

I remember seeing some mention in the newspapers about a new style Social Services card coming out this year, which will have a picture on it and possibly a chip.
