Need a letter from student desk and there's no response. Have emailed them twice for the letter in the past two weeks and nothing. On the phone for a long time on hold now. Are they even there?

Phones are only answered at certain times, but the desk is open from 9.30am-4.30pm Monday, Thursday and Friday, and 2.00pm-4.30pm Tuesday and Wednesday.

All info can be found on their website: http://www.ucd.ie/registry/adminservices/studentdesk/contact.html

They are only open between 14.01 and 14.04 during certain phases of the moon. You will also need to know the right number (which changes every 30 seconds).

Once they answer, if they answer, you are likely to be transferred in a loop from one department to another before eventually ending up connected to the campus restaurant kitchen. Unfortunately, everyone there is on maternity leave/lunch (which is any time between 10.30 am and 4 pm) and the phone will most likely ring out.
