with bullguard you can buy 3 licenses for a fraction extra.
can you do this with steam games eg. call of duty

i cant see 1 household buy 2 of the same games , but i can see a house buying 2 licenses for maybe €5 extra

They do such deals on regular basis and you "gift" away the other licenses to other steam users.

Games on steam can be bought any number of times. If you already own a title, it sits in your account as an unsent gift. These do not expire unlike some promotional trial offers (eg. gift your friend 2 free weeks of XYZ)

On top of that some games sell with Clan Packs etc. Which typically let you get, for example, 4 copies for the price of 3. Like Left 4 Dead 2, Magicka, etc. There are others on there but they aren't that often. Most publishers don't seem interested in the idea.

It's the same as Consoles to be fair. Some games, rarely, allow you to split screen on PC but that's just not how people use their PCs, even when given that option. Consoles are different in that regard, and you still need more than 1 copy of a game to play in many LAN situations.

You can buy any title on steam as many times as you want. But not all titles do package discounts as I just explained. The ones that do are listed on their store pages, and you have to in those examples buy a set number (2, 4, etc) of copies at the same time. Most games are going to be bought at the same price, regardless of how many times you buy it.

If its any interest to you, non Valve games can be player over LAN with one account. Simply log into the Steam, launch game you wish to play LAN over. Log into Steam on another PC and launch the same games. Works perfectly.

Only Valve games do not work as the games are integrated into the Steam login networks.
