I have decided to buy a new PC as I am sick of relying on my laptop and fast HTPC to do stuff as my old Dell dosen't have the computing power for normal tasks.

I want a PC that is very fast and able to edit videos with Cyberlink power director, I have decided to tackle years of home films I kept putting off, I also want it to be able to playback 1080p flawlessly and be able to rip and encode and be fast enough so I can pull some videos from my camcorder, edit them and make a home bluray disk, similarly be able to playback .mkv files etc.

I don't really game so that is not so important, I want it to have lots of RAM and be able for Windows 8 next year.

    I also want to get a nice 19 to 20" 16:9 widescreen 1080p monitor.

    My requirements,

    good video card
fast processor for video editing, unraring files etc
    USB 3.0
    Bluray burner
2TB hard drive, maybe Solid State drive for fast OS loading

Any body recommend something off the shelf?

Go to overclockers.co.uk.I bought a computer there 2 weeks ago and the prices and service is great. For 780 euro i go a 2gb 6950 graphics card,8 gig ram,3.2 quad core processor, and a 1tb hard drive,2tb was an option but i didn't need it.Delivery is reasonable, around 20 euro and it came in 5 days. The computer itself is great, very fast and it will handle anything you throw at it.
http://www.overclockers.co.uk/showproduct.php?prodid=FS-210-OK&groupid=43&catid=2040&subcat=.Heres the address for the one i got,you can save some money by getting another graphics card, the 6950 is a bit to powerful for what you need. The nvidia 450 is a very good card at a fraction of the price. Also you can save another 80 by choosing not to install windows 7,and using your own,if you have a copy that is.Hope this helps.
