    How do local authotities calculate development levies under headings like roads, water and amenities for a person building an extension to their house ?

    I know a chap who has just got planning permission from Dun Laoghaire Rathdown CC. His house is a basic 3 bedroom property - two stories. He is building a 2 story extension along the full length of the side wall with small "wrap arounds" at the front and back.

    DLRCC have levied him with about €7,000 in charges/levies.
    1. How would DLRCC have calculated their figures ?
    2. Is there a standard method of calculating these levies ?
    3. Does it vary between local authorities ?
    4. Can the level of these levies be challenged or appealed by an applicant for planning permission ?
    I am curious about this as we are presently considering doing something similar with our house or moving. Our local authority would be Dublin City Council. Would they make similar levels of charges ?

    Dun Laoghaire Rathdown CC development levies and Dublin City Council's are as follows:

    Note 1: These rates of contribution shall be updated effective from 1 January each year during the life of the Scheme in accordance with the Wholesale Price Index (Building and Construction Materials) (See Article 12 of the Scheme below). The above rates are effective from 1 January 2010.

    Note 2: With the exception of ancillary non-residential surface car parking, the floor area of proposed development shall be calculated as the gross floor area. This means the area ascertained by the internal measurement of the floorspace on each floor of a building (including internal walls and partitions) and including mezzanine floors.
    In the case of multi-unit residential buildings, only the gross floor area of each residential unit will be included.


    Note 3: New extensions to existing developments, including domestic extensions, will be charged at the above rates also.
