Repainting window sills.

Hi. Can any one give me a step by step on repainting old window sills please? The external sills have not been painted for years and are peeling badly.I have tried to scrape off the heavy but it has left patches of non flaked areas. Some places have cleaned back to the stone, others have four layer patches.What is the BEST…

Some places have cleaned back to the stone, others have four layer patches.What is the BEST way to prepare the stone.Wire brush is having little result.Is a blow lamp advisable?How do I prepare the stone when clean? etc etc.
All advice appreciated.
