I obtained a provisional licence in 2003. Do i have to resit learner permit in order to to get a full licence?

You will need to start from scratch. You'll have to apply for and sit a theory test. After passing this, you will have to apply for your Learner Permit. As your provisional expired more than 5 years ago, the Learning Permit you receive will be considered your first permit. You will therefore be subject to all the rules that go with that.
