I've had conflicting information about when to use the handbrake from different instructors.

When I'm driving in traffic and I stop, should I pull up the handbrake?

I was always told at traffic lights, if you're at the front use the footbrake, and if you're any further back use the handbrake because you'll have time to pop it into first.

In slow moving traffic obviously just use the footbrake but if it's at a standstill for any length of time handbrake.

If you stop on a hill, & if you stop at traffic lights.

There's no set rule, but they say "if a pause becomes a wait" then use the handbrake.

I use the handbrake on hills, in lights if I am far enough back (as well as neutral gear), or if I'm at the front of the queue in lights where I know the sequence of them, or I am able to see the other traffics' lights so I have time to move into first if they go amber.

I like this phrase. This the key point. If you have time to put the handbrake on, you should.
If you are sure that you are going to be stopped for a while (3 seconds?); out the handbrake on, stay in 1st gear if you need to be ready or go into neutral if you will have time to get ready. If you are unsure how long you are going to be stopped; shange into 1st and if you are still waiting then put the handbrake on.
