Neither PDN or myself have any decision in what forums or sub-forums can be created. Another department looks after that. If it is closed then that is tough.
Neither PDN or myself can appoint mods. Another department looks after that. All we can do is make recommendations.

The carrot is that if you don't start these threads you wont receive an infraction or a ban. The stick is that if you do start another thread you will.
