water meter legality

my neighbour has a water recovery system in place where he collects rain water and uses it very efficently he collects his drinking water form a nearby mountain spring he says he neither needs or wants a water meter however someone has told him if they install a meter outside his gate he will be chargerd a standing fee…

It could be. If he has access to the mains and sewerage system he may be charged in the same way as someone with a phone line or electricity connection. Nothing has been decided yet though.

I think it's unlikely he will be affected. I believe it will be the case that everyone will be entitled to a certain daily allowance without charge (I think 40L was mentioned), so the rates only kick in after that.
