water meter legality

    my neighbour has a water recovery system in place where he collects rain water and uses it very efficently he collects his drinking water form a nearby mountain spring
    he says he neither needs or wants a water meter
    however someone has told him if they install a meter outside his gate he will be chargerd a standing fee irrrespective if whether he uses water or not, could this be the case??

    It could be. If he has access to the mains and sewerage system he may be charged in the same way as someone with a phone line or electricity connection. Nothing has been decided yet though.

    I think it's unlikely he will be affected. I believe it will be the case that everyone will be entitled to a certain daily allowance without charge (I think 40L was mentioned), so the rates only kick in after that.
