    Looking for one that will cut through the chains on a wheel clamp, preferably that battery powered or chargeable so that it can be carried in the boot with me

    Anyone?

    You are better off getting a 220v version and an inverter that can push it.
    example here on the bay...
    You can pick up an angle grinder for pittance in B&Q or similar.

    The reason I recommend not using a battery powered one is
    A. They are expensive.
    B. If you keep it in the boot of your car, when you get to need to use it, it will be flat! (You won't remember to take it out once a week and charge it!)
