Why do the Irish have to refer to the Queen as "Her Majesty"

    Because she doesn't stop being the queen even though she's not in England.

    You refer to any queen as 'your majesty' whether she's the queen of your country or not. You don't have to, but it's the official title, and a matter of appropriateness, like Mr or Mrs or Sir or whatever.

    And you only have to say 'Your majesty' once, after that she can be referred to as "ma'am".

    Protocol is just protocol, most of the rules are a bit makey-upy.

    Technically speaking, the Queen is supposed to refer to Mary McAleese as Your Excellency.

    Most of it is a cast of from another era, retained for ceremonial purposes only.
