Jobs in Ireland for Midwifes

My sister is completing her degree in Midwifery this year. She did this degree in the UK as she has been living and working there for the last 10 years. She is thinking about returning to Dublin after she is finished to be closer to the family home.
We of course would love to have her back, but I was wondering if there are any prospects in Ireland for newly qualified midwives? I know that the recruitment embargo is making finding work in the health services much more difficult.
Also would anyone know whether getting her qualification outside of Ireland will put her at a disadvantage, would there be a preference for employing midwives who got their degrees in Ireland before they look at other candidates?

Any information people have would be appreciated

Really know very little about it other than that from what I read and hear about would suggest almost nil chance of a permanent post for a good while.
Perhaps if you post your query in the Health Sciences forum some folks there would be in a better position to advise ?
