As to your question, bare legs in the office are a no-no. I always notice when a girl isn't wearing tights and it stands out a mile.

I can't see a problem with it, once the skirt isn't a mini or anything.

Only if you shave every morning.

It depends on the length of the skirt, I'm working in an office environment but am out dealing with clients a couple of days a week, those days I would but in the office I wouldn't chance bare legs as no one else does.

I usually wear flesh coloured tights to work for the summer but yesterday I lost the run of myself and went bare legged and it was lovely! Skirt was about 3 inches below the knee and quiet floaty (silk skirt) and not one person noticed or commented! I wouldn't go bare legged with a shorter skirt but I think its acceptable depending on what you're wearing!

I think it depends on two things, the length of the skirt and the conservativeness (have I just invented a word???) of the office. My place of work is very easy going so no remarks would be passed on bare legs, but I know people who work in banks/finance whose offices are very conservative and bare legs would be a no-no.

Very hard to give an answer without knowing what kind of environment you work in.

I agree. It depends on the work place.
Bare legs under a long linen skirt would be fine - tights under linen would be weird actually. I wouldn't go shorter than the knee though.
