    I've heard of this once.

    It was with use of an "Astra" dimmer. The company that manufactures the product had a little plastic end cap that fit onto the consumer unit and solved the problem.

    No idea what caused it, how the plastic part worked, but I heard it worked.

    i think it sounds like the plastic cap you refering to is a noise reducing capacitor. used to eliminate "noise" or "feedback" from an electric/electronic circuit
