Re-test for the elderly?

Not too sure where to post this query but this forum seems to be the best fit.
My father who is an elderly man, broke his ankle some weeks ago. He's been in a cast ever since and doing physiotherapy. Obviously he hasn't been able to drive and won't be able to, for a while yet.
He is under the impression that he will have to do some kind of test when he has recovered. He's been told that he will have to prove that he can carry out an emergency stop.
If this is true - is it an insurance company requirement or a condition of the state driving license?

There is no reason why he should have to sit another driving test as a result of this.

He might benefit from driving an automatic if he injured his left ankle though, no re-test necessary. (As far as I know).

He's always driven an automatic, luckily.
Anyone ever heard of some kind of test being requested for insurance purposes?

He may need (depending on his age), certification from his doctor stating that he's fit to drive in order to renew his driving license.
This might be the source of the confusion.
