Its EU law so you will receive calls and texts for free on all networks, not just meteor

I just had a look then looked at O2.ie, I see for both you have to "opt in", can someone tell me if this is EU law why don't they just do it automatically?
I assume its just another money making racket?
I was in UK last week and definitely got charged for receiving calls, on pay as you go with meteor. I called before I went to check which network to choose and not a word was said about this.

Just read the terms & cond, it only started on 5th may, but says it ends in November 2011
And I don't qualify as I'm on the wrong plan.
