The RTE presenters got a number of facts wrong there about the projects.... for example when talking about the Metro North price range they don't include the lower range and thinking Dart Underground goes to Connolly Station.

Leo does not seem to fully understand Metro North's funding which isn't a good sign and he's also talking up the costs of all the projects -- upfront costs and repayments for Metro North or Dart Underground represent a tiny fraction of the annual transport budget.
