I was in a car park of a shopping centre and a guy was clamped. The clamper van was holding up traffic and people were blowing horns so he parked in a disabled spot. Can a clamper do that?the park was not very full and other disabled spaces were available

I am not involved just curious

Yes. Yes he can. He was obstructing traffic so people were sad. Then he moved to a place where he was not, so every one was happier. Then he moved out of that place. No one was inconvenienced by him while he was in the happier place. The world kept turning, and everyone got on with their lives.

    Yes he can.

Who's gonna stop him? Disabled spots on private property aren't legally enforceable.
