the "boiler" in your hot press is more than likely the immersion tank. there is an electric element in that that heats the water.

check the fuse for the immersion heater. and the swithes and timers that go to it.

The unit in your upstairs is an Immersion cylinder and is heated via a single or double element in the cylinder. if it is a double element the switch that supplies the power will have 2 switches "ON/OFF" and "BATH/SINK". Most of the time when the element goes it trips the breaker at your fuseboard. If this has not happened check that the light on the switch is lit in the "ON" position and if this is the case check that if a thermostat is fitted that it hasn't been turned off. if there is no thermostat and you have the "BATH/SINK" option switch it to the opposite side and see if the water heats, although I suspect that the heating element is gone and will need to be replaced.

At a total guess but based on you knowing the basics i am guessing the solenoid zone valve has stuck. Its a box on the pipe in the hot press.

There is usually a manual override on it which can be by passsed, if the rads heat then its the valve.
