as regards sizing, I think you'll be ok, the only measurement given was c-t for the seat tube suggesting on a frame of that vintage a c-c top tube of either 54 or 55, although if custom that might not be the case, Its unlikely it'll be 56 or bigger. The frame itself certainly dates from the early 90's, a more accurate date, well the seller might know that or check the bb to see if its stamped with a date as part of a frame number. 8 speed ergo was introduced in 92. The frame itself is nice, although I do like steel frames, cinelli bb shell and campag drop outs suggest quality. The frame material reynolds 653 was mix of other reynolds tube's, you can google that to find out exactly what, but it was popular on race frames in the 90's. A steel frame if looked after will last a long time so I wouldn't be too concerned about durability although it would be worth getting some of this for peace of mind

The price, I don't know but that's what the auction was for. Btw I have a steel framed, campag equipped custom road bike from the 90's, its all campag chorus with the exception of a few chain, cable and block changes its still runs smooth and I expect it will for many more years. Anyway it wont be super light but Im sure you'll enjoy it for many miles to come.
