I wondered if restricting the tenant purchases to those in house over ten years is in breach of any law. Equality legislation?

i am just curious and this is not seeking advice

I'm not going to pretend to be familiar with the legislative provisions allowing tenants to buy out the landlords' interest but how could the scheme linked fall foul of equality legislation. It meets none of the criteria in the Equal Status Act even if it applied. Where is there any illegitimate discrimination? Also, the chances are that the local authority has statutory authority to do this.
