    What are the major considerations to be taken into account by the Taoiseach in establishing government departments and assigning ministers to be in charge of them

    This sounds like you homework.

    I imagine (a) what are the existing departments (b) what departments need more attention or are over-sized (c) what departments are under-sized (d) where do synergies exist (possibly not between say Defence and Education).
