We looking at the polished concrete paths on Dun Laoire pier & was looking to see is there a way to do something similar on the perimeter of a house? Guess the problem is making sure its not slippy

It won't be slippy if there is a slight slope on it and the water can run off it.

I slope would make it more slippy. Especially in winter when it freezes over.
Being slippy is caused by the surface being ttoo smooth.

External concrete can be polished (obviously as the pier at dun laoire has been mentioned). It is slightly different to normal polishing, and the aggregate needs to be selected carefully and it is ground in such a way so that it is more exposed (to provide a slip resistance)

OP, i've PM'd you ther name of the company that carried out the work at dunlaoire. They at least a some references and experience of this work.

Are you sure the paths are dun laoire are polished concrete and not something else?
