Definitely a drop in the fairway. I'm fairly certain it's a drop in the rough too although i'm not certain on that

Edit: Free drop in Fairway only (or any closely mown area). Play as it lies in the rough i'm afraid

We have a local rule that allows free relief on any mown area through the green...

    Hi lads,

This rule is fairly straight forward but what happens if the ball is in the rough and is embedded 2 or 3 inches in the ground? Played with a guy yesterday, his tee shot landed in the rough and wasn't plugged. He then took out a (5?) wood and in the process of playing his shot he managed to drive the ball forward and down about 3 inches into the ground. We decided that the correct decision was to take an unplayable lie and under penalty of one shot dig the ball out, clean and drop it as it would have been impossible to dig this ball out without breaking a club or a wrist. Winter rules were not in effect. I think this was the correct thing to do?
