Renovation beside bridge in Claregalway?

Hi - does anyone know what the big building (with the tower) is? It's a fabulous renovation. It may be a private building but the tower has flag poles and it is very big. I've wondered about it for years. It's been worked on it for a long time. I even like the sculpture of the bull facing the road!
