PAYG Roaming

I've just discovered that my new company phone will be restricted to national calls with no roaming. This means that I will have to bring my old unlocked personal phone with me when I go on holidays.

However, instead of picking up a PAYG SIM whenever I go away, I need to have a single number where I can be contactable as soon as I get off the plane. Is any particular network cheaper than any other for roaming? It will be just calls and texts, no 3G, and I'm not expecting to have to use it very much, just for emergencies.
