    Yes.
    Ireland and France are in the European region.

    There's North American, European, and Japanese regions.
    Emerging markets like China are usually region free, or choose one/create another.

    Is the software all actually region locked?

    Or is it just an option for developers?

    It's optional, like the DSi.
    Most if not all will be locked though.

    way over my head all of this, my young lad just got a 3ds from america will european games work here? Ive been reading bout region locked but hasnt the R4 hacked that?

    It will work but PAL games will not work on it and you'll have to import all your games from the USA, also the 3DS shop may not work here either as you'll have to buy American 3DS points cards

    Do you mean StreetPass?
    StreetPass is region free.
    Europeans can StreetPass Japanese and Americans to our hearts content.

    I got the AMERICAN 3ds and couldnt paly european games on it
    On the other hand I bought a european R4 card and works perfectly

    Unfortunately you won't be able to use 3DS games on the R4 card though, only normal DS ones. So you'll need to stick to NTSC region 3DS games. Which isn't the biggest issue these days anyway being able to get games from other regions so easy online.

    I have DSiWare on my US DSi I can't transfer to my EU 3DS, if you want them, come to Clonmel.
