Commission Only Work - Legal?

Towards the end of last year company my girlfriend worked in got in to financial trouble and had to do some restructuring. The company sells kitchen and bed furniture and have a number of showrooms nationwide.
The restructuring involved closing a number of showrooms and getting the remaining staff to work for commission only.

My girlfriend along with an number of other staff agreed to this. The thought process was - look nobody is being caught or taken advantage of here so let’s try and help the company out here and also there aren’t really any other jobs out there anyway .. basically there was good will for the employer that they thought were trying to maintain their jobs.

It has transpired since that the company have been taking advantage. Also commission has been very slow to be paid, there is doubts if some will be paid at all. Also promises have been made (verbally) by the company and flatly denied that subsequently such conversations ever took place- bare face lies. Staff are now very much regretting the significant good will that they have shown.

I am wondering if it is legal to have someone working in a showroom sometimes single handedily for no pay at all? Is there an obligation on the employer to pay at least minimum wage? No contracts wer signed specifying commission only.

    Thanks
    Sean
