I'am working on a FAS scheme which involves working in the local community.

I work every second week, e.g A week on and a week off!

Can I work on my week off, doing a job on the side, cash into the hand ?

Or is it illegal to work when you are on a FAS scheme during your week off ?

You can work on your week off,you are required to inform revenue of your income for tax purposes.

There is no such thing as a legal cash in hand job!

You can be legally getting cash in hand, although your employer must be paying tax and PRSI for you and its actually much messier for an employer to give you a flat "cash" rate rather than work it out properly, but some employers do work this way. Any additional income from employment will not affect your FAS payment, although may affect any secondary benefits such as rent supplement.
