I tried inverting thw colour but it till looks f'd up. I wonder could the effects on it be reversed im actually curious to see it

It looks like the camera was on some kind of manually set white balance setting, I doubt if the effect can be reversed with Photoshop or similar. Most people don't even seem to be aware that you can have 10 photos.

Here's a quick and dirty attempt:


I adjusted the colours until the blue part of the numberplate and the orange indicator lenses looks vaguely right, so hopefully the rest of it is in the ballpark too.
It's a desperately low-res image to start with, sorry.
