    No they cant as it states
    Meteor advertises the following codes as being standard SMS rate. Meteor’s standard SMS rate for PAYG Customers is 12c incl. VAT. From May 7th 2011, the following codes will cost 12c incl VAT per transaction.
    No mention of bill pay customers I'm afraid

    Keep us posted - I'm having a different issue with them myself and am at the Complaints/Comreg stage with it, but I'm loathe to give them any more money (its a long story) so would love to be able to tell them to cancel my contract.
