I have a Learner's Permit issued on the 1st of April 2011. I have never had any driving lessons. I was wondering if I was exempted from the new rules and if so, what must I do before I can apply for my full license?

Since you have your learner permit before the cut off date, the new provisions and requirements do not apply, though I would strongly suggest you get some lessons.
You can apply for the test at any time, but you cannot take it until you have had your learner permit at least six months.
