Immersion Temp Setting

My girlfriends apartment has electric immersion water heating. It's a large tank with 2 seperate immersions at different heights in the tank. She got the two immersions replaced in the last year as they both gave trouble. Now she doesn't have enough hot water for a bath, only a shower.
Is the immersion setting set too low? It has a timer panel with boost. Does the timer just run 1 of the immersion heaters and is the boost required to run the other and give enough to have a bath?
Should the thermostats be set at 65 degrees?
    Any advice greatly appreciated.
    Thanks.
