Agreement For The Selection of Athletes For The Sport of Athletics

I've just read the agreement in the following link.

    http://www.athleticsireland.ie/content/wp-content/uploads/2009/03/2012_athletes_agreement_athletics_7460142821.pdf

    In Section
    10. Key Deadlines
10.1. The National Federation agrees to supply to the OCI the following information to be received before 23.59 (Dublin time) on or before the dates set out below:

    1st February 2011
The 'Long List' of all potential team members to be submitted by NF and received by the OCI.

Are 'potential team members' the athletes that may be going to the Olympics? If so, isn't the 1st February 2011 somewhat early?

And what if there are some athletes not on this list, but they get the qualification for any of the events?

Seems pretty early. Nonetheless it would be strange if any athletes not on a long list were to emerge and qualify now. Anybody that's going to make the team will have been performing at a high level hitherto.

Unless there's a William Wilson (Brit reference The Wizard) who lives on nuts and berries in the Wicklow Hills somewhere and suddenly emerges to break world records.

I was thinking of a good standard junior or young athlete who may have reach a reasonable standard (but significantly lower than Olympic qualifying) in the 2010 season. S/he then improved alot by the 2012 season due to getting stronger and by better training.

Would there be a means to have them included on the list at a much later date?

Don't know but you'd think so. But it's just so unlikely that anyone would make that stellar improvement from under the radar.

Having read through that agreement, such a rigmarole over qualification, talk about overly thought out bull

I totally agree. It puts alot of pressure on the athletes.

The rule to notify the IOC prior to your event if you're going for the qualification is somewhat extreme. If somebody is on the European Circuit and they get the qualification, that should be good enough since the event will be IAAF standard.
