Blocked drainage?

This is a ongoing problem started few months ago: Toilette downstair (front of the house) was blocked (too much toilette paper in one go) and I used a plunger plus vinegar and warm water to unblock it.
Since then it is partially blocked and water rises near to top of bowl when flushed and slowly goes away.
The strange fact is that sometimes the water goes away without problem, and most of the mornings the level of the water in the toilette is lower than it should be.

There is a inspection chamber outside on the back garden side and yesterday I noticed smelly water over boarding meanwhile I was using the utility room sink (back of the house). Opened it, and testes flushing both toilette downstairs and upstarts, and the level of dirty water rises near the board before slowly go down. When there is a continuous stream, it fill up and over board.

Anyone has any advice before try rods or plumber?

Yes. If you do use rods use the lockable rods. There is loads on threads here about lost sewer rods.

You could use a Dambuster type product which is basically sulphuric acid. It will find its way to the source of the problem and burn away any paper or cloth that may be causing the blockage. If you are using it keep children and pets away as it is dangerous stuff to handle. Wear gloves and dispose of the container carefully afterwards.
