Be very weary. In this day and age, no dealer is should be too lazy to have the car NCTd. If the car comes without an NCT, assume there are major issues with it...

Yes. But as a condition of the sale either get them to NCT it or give a written guarantee as part of the warranty that they will put right anything that it fails for if you put it through yourself. If they agree to neither then walk away, plenty of choice out there at the moment so you can afford to be fussy.

If the NCT is out or the car is within the period where a new test can be carried out, dont agree to any of that crap. Get them to put it through.

The lack of an NCT might give you a bit of leeway when it comes to haggling over the price. I'd still be very wary of the car though, as unkel wrote, there could be issues with it.

    +1

You don't have to put up with the likes of "NCT guaranteed" cars from dealers. As soon as the dealer has his money, he will loose interest in fixing the car.

According to the National Consumer Agency, a motor vehicle must be in roadworthy condition when sold to a consumer via a trader.
    Sellers' responsibilities
    * It is an offence under both road traffic legislation and the Sale of Goods and Supply of Services Act to sell a car to a consumer which is not roadworthy
    * The Sale of Goods and Supply of Services Act 1980 also requires that any car sold by a dealer - whether new or used - should be:
o Of merchantable quality (this means a reasonable, acceptable quality given what was said about it and taking into account the age and history of the vehicle)
o Fit for the purpose it is intended to be used for
    o As described
    o Roadworthy
    http://www.consumerconnect.ie/eng/Hot_Topics/Print-versions-of-guides/NCA_buying_a_car_guide_-_print_version_.html

Note that roadworthy and having NCT are two different things.
If you're not sure, walk away. There's plenty of NCT'd cars out there and once dealer has your money you're history to them.
