Parent's income assessed for reg fees-under 23 on BTEA?

    Do all students under 23 have to get parent's income means tested when applying for free student reg fee? For a student who lived independently before starting college, renting privately on Jobseeker's Allowance, aged 21, must parent's income also be means-tested? The addition of the student's BTEA to the parent's income would bring him over the income guidelines to have the reg fee paid.

    Anyone under 23, or anyone over 23 that cannot prove independence (living at another address since the previous October), or anyone over 23 that has been a registered student within the past 3 years having commenced that course whilst 23 or younger must have parents income assessed for the purposes of the grant.

    That's the system, awkward as it is, you gotta work with it. trying to circumvent it will likely cause you more hassle in the long term.
