Is there anything with a few wheels that will move me about without effort (on my part) that doesn't need tax/insurance/nct? Like if I attached a 50cc engine to my bike? Is there an engine that doesn't need to be insured because its under a certain cc?

The only thing which is close would be a Pedal Assisted Bicycle.

Once the bike can move without the pedals being turned it becomes a motorised vehicle and you'll need a licence, helmet, tax and insurance.
