Car hire questions

    I'm hiring a car for a few weeks in the US this summer, and just want to be sure I don't come back with an empty bank account or a criminal record :)

    Most forums say to look around the car and make note and take pics of any dings, etc. But what then? Do you need to do this with a member of staff? Or show them the dings you've found and get them to sign it, or something. How do you later prove that the dent on the back bumper was always there? Any time I've picked up a car in the past, it's just been sitting in a car park and there's nobody around.

    Does anyone know if there are any US laws regarding what must be in your car in case of emergency, in-car first aid kits, high visibility jackets, break-down triangles, etc? If so, must all hire companies supply these, or is it up to you to check? If you get pulled over, can you be done for not having a warning triangle?

    Finally, when it comes to "gas", some rental companies have a 'pay for first tank, bring back empty' policy. Does anyone know what happens if you don't bring it back empty (apart from being out of pocket and giving away petrol you bought)?

    You normally get a form with a diagram of the car, if you see a ding then make sure that it is noted by staff on this form before you leave with the car.
    in-car first aid kits, high visibility jackets, break-down triangles, etc?

    I suspect that these are mostly a European concept, but don't take my word for it.
