Blocking a downstairs flue

Hey there. I know I posted on this question before, but I have a follow on question. I am putting in a small stove upstairs into an existing unused chimney from downstairs. I need to block the downstairs flue, I know there are balloons to block off drafts, but I'm sure this would not be suitable in this case. The guy who is installing the stove is suggesting a wedge made from insulation, and a covering of mortar dropped from above. This seems very permanent to me and I know there are other means of doing this. A sort of removable plug as it were. Any ideas appreciated.
