Development happening in Rathdrum?

I drive the R752 through Rathdrum each way every day. They are doing roadworks on the hill up from the bridge to the Railway station at the moment and down from the road near the river theres some big development going on. Anyone know what they are doing? I'm hoping they are doing some sort of public amenity as that area…

Appears to be a pumping station or something to do with local waterworks. So much for recreational use so. Plans can be viewed here http://193.178.1.178/Wicklow_gPlan/
