Ram Trouble

Hi guys and gals been meaning to ask this question for a long time just got round to doing it now, I'm having trouble with my ram as that I cant get the full 4 gigs im only getting 3.25 now iv win 7 pro 64 bit installed I'm not using the on-board gpu and still only getting 3.25 gigs. will putting more ram in sort this out…

gigabyte ud3
ripsaw ram 4gig
xfx 6870 card
