Many years ago, before the age of Internet bookings, this used to be true. It no longer is. If you show up at the airport without a booking, you will pay the premium last-second fare, even a Ryanair flight will be > €200. To stick with the example of Ryanair, if I remember correctly, they will not even sell you a ticket at all. They will just point you to the Internet cafe in the terminal and ask you to book there. Other airlines may sell you a ticket on the spot - but it will be very, very dear.

I bought a ticket in Frankfurt airport, leaving 2 hours after I bought it. It cost 215 euro one way.

In Germany, there actually are travel agencies in the airports that sell last minute package holidays. But that applies to Germany only.

I don't get what you mean about flights that have been cancelled being cheap. If it's been cancelled it's not really worth spending any money on them.

If you mean people cancel, well they don't really. Take Ryanair for example - you only get taxes back (normal with most airlines) and there's a €30 charge. So usually if someone can't go they don't even bother cancelling.

All of this used to make sense in the past. There was a time when you had to reconfirm your booking a few days before flying. If you did not, some airlines would treat this as a no-show and make your seat was available to someone else. So in that way, airlines could potentially have some seats that became available shortly before the flight date.

But since reconfirmations no longer exist and some airlines do not even allow cancellations at all, this is no longer an option. The airline does not know who is actually flying until check-in closes.
