Building a two storey house. Plumber tells me it is not his job to install external toilet vent pipes and sink pipework on upper floor and run them down to ground level, says it is the groundworks guys job. Is this correct?

My plumber is doing the waste pipe management until it hits ground level where the groundswork guy takes over.

My plumber did take ownership of all pipe risers, however, this does not necessarily mean that he has to do it.
Many plumbers would consider this part of the builders package.

As a plumber I would do what the customer asked me to do, but if I had not originally quoted for the extra work because I thought someone else was doing it, I would give them an amended quotation.
