    Please excuse my ignorance of the political system, but what would happen if 166 Independents were elected to the Dáil?

    Not going to happen.

    I'd imagine there'd be another election and independents would be shunned in this alternate reality.

    Please excuse my ignorance of the political system, but what would happen if 166 Independents were elected to the Dáil?

    In what context? They would elect a Taoiseach and Government from within their ranks, just as they do normally. It would just be more difficult.

    Obviously not going to happen but it's interesting.

    How would they propose legislation, delineate speaking time, etc?

    There would be four or five years of bickering in the dail and when they finally came out of the building, they would find themselves floating in the middle of the ocean with a note saying:

    Lads, we got sick of waiting for you to agree on anything and decided to let obama take over. He plans to bury the IMF in their building and make Ireland the new capital of Europe. Good riddens.

    Yeah, basically. I don't know the specifics of what would happen, since it doesn't ever happen here. Take a look at Belgium though. They still haven't fromed a Government, and it's been over 250 days since the general election there!
