    He can just reapply for another Learner Permit, he doesn't have to do a theory test, and he doesn't have to worry about the new regulations as they only apply to people who receive their first learner permit after April 4th.

    Hi I'm in similar situation i think, but i don't know, my second prov. just ran out in January, so I need a 3rd permit.. I never applied or sat an actual driving test, will I need to do the theory all over again or will they give me a 3rd prov. if i apply for it?

    You will have to apply for your driving test to get your third learner permit, as Permabear has mentioned to Obaraten. If you are not ready for the test you can postbone it.
