Formation of Government Committees

    I was wondering how Gov Committees are actually formed? I know that there is usually a proportional balance so that members are pieced together across the political spectrum, but how do individual members find their way to the committees. For example how did Jackie Healy Rae become Chair of the JC on Social Affairs, or only the single Green getting on the JC on Climate Change?

    Doesn't explain HOW they picked though. And, who then picks for other members?
